Is there a reliable source that the term is in use? The second source uses the terms "coterminous town-village" and "consolidated municipality." If those are the closest terms that are actually in use, then the article should be either moved or merged into Administrative divisions of New York. Doctor Whom (talk) 14:21, 8 May 2012 (UTC)
